Can Someone Tell Me

What is up with the hair on the lead of Cold Case? She looks like a manga moppet with a blonde wig. And while you're at it, could you explain why she has absolutely no color in her face? I know that the show is shot with a blue-ish filter, but even beyond that...is she supposed to look like a vampire? Is that a plot point or character shorthand?

On Friday I'm chaperoning a dozen or so Cadette Girl Scouts to see Juno. On Saturday evening is Avocado's 12th birthday sleep-over, a Red-Carpet themed extravaganza with awards and many movies and much popcorn. I expect that by Sunday morning I should be thoroughly mashed flat.
